ELECTORAL COMMITTEE ISSUES GUIDELINES AND TIME TABLE FOR NBA IKEJA BRANCH ELECTION

The Electoral Committee of the NBA Ikeja Branch has issued Guidelines and Timetable for Branch Election.

Read below the said Guidelines and Timetable as shared:

At the NBA Ikeja Branch monthly meeting (virtual) held on the 14th of May, 2020, the Branch Chairman announced the composition of the Electoral Committee  by the Branch Executive.

                        A.  OFFICES OF THE BRANCH FOR WHICH ELECTION ARE TO BE CONDUCTED

The Electoral committee is charged with the responsibility of conducting a free, fair and credible election into the  following offices set out  in Article 6(2) of the Uniform-Bye-Laws, Third schedule to the NBA constitution, 2015 :

1.          Chairman
2.          Vice Chairman
3.         Secretary
4.         Assistant secretary
5.         Treasurer
6.         Financial secretary
7.         Social secretary
8.         Publicity secretary
9.         Welfare secretary
10.       Legal Adviser
11.        Provost

B.        QUALIFICATION FOR THE OFFICES

To be eligible for election into any of the offices, a member must:

1.         Be validly nominated in writing by two (2) members who are eligible to

                        vote and must themselves be qualified for the particular office as provided in Article 16(1) of the NBA UBL 2015( as amended).

            2.         Have attained the post-enrolment qualification requirement for the

                         desired office at the date of the nomination  as follows:

            Chairman                   –           10 years
Vice chairman           –          10 years
Secretary                  –          8 years
Treasurer                  –          8 years
Financial secretary –           8 years
Social secretary       –          8 years
Publicity secretary   –           8 years
Welfare secretary   –          8 years
Provost                      –           8 years
Assistant secretary –          5 years

            3.         Must be a financial member of the Branch, shall have paid his/ her Bar

            Practising Fees and Branch’s Annual Dues for at least three (3) consecutive years preceding the election and must be in Legal Practice.

            4.         Must have attended a minimum of five (5) monthly meetings of the

            Branch within twelve (12) months prior to the close of nomination for the election.

            C.         DISQUALIFICATION FROM CONTESTING THE ELECTION 

  1. Article 15(1) of the UBL provides that a candidate/ Aspirant shall be

 disqualified from being voted for at the election if the said candidate or his supporters publish, print or distribute any campaign material, gift or any form of souvenir whatsoever.

             2.         No member of the Branch shall occupy the same office for more than two (2) years (one term) and any member who has held elective offices as an officer of the Branch for two terms shall not be eligible to contest for any office of the Branch for at least five (5) years after the expiration of  his/her  term of office in accordance with Article (3) of the Bye-Law, NBA UBL 2015 ( as amended)

3.         If there is any evidence from receipts for payment of Bar Practising Fees and Branch Dues disclosing that same was not paid as and when due.

4.         If either of the nominators of an Aspirant is not qualified or has any element that vitiates his/her qualification.

5.         If the aspirant or his/her nominators fail to meet the post- enrolment requirements for the intended office.

             D.        NOMINATION OF CANDIDATES FOR BRANCH OFFICES

The 2020 NBA Ikeja election shall be held on the 30th day of June, 2020. Nomination of candidates shall commence immediately from the date of publication of these guidelines.Nomination forms shall be available for collection at the Bar Centre, High Court premises, Ikeja.
The Electoral committee of the Branch shall consider the nomination of the candidates and reserves the right to disqualify any candidate found to have contravened  the conditions specified in these guidelines and shall communicate its decision to the affected Candidates/ Aspirants promptly.  

Any aggrieved aspirant who is dissatisfied with the decision of the Electoral Committee in respect of his/her nomination may appeal to the Electoral Committee within seven(7) days of of the communication of the decision.  The Electoral committee upon receipt of an appeal from any aspirant shall consider the same and give its decision within seven (7) days. The decision of the Electoral Committee in respect of nomination of candidates shall be final.

            E.         SUBMISSION OF CURRICULUM VITAE, MANIFESTOS AND 

                        CAMPAIGN MATERIALS. 


Aspirants shall submit by email not more than four (4) pages of A4 size electronic copies their Curriculum Vitae, comprehensive manifestos and other campaign materials to the Electoral committee not later than 28th May, 2020.

Manifestos should be submitted along with nomination forms ( hard copies and electronic copies).

Hard copies must be submitted to the Clerk at the Bar centre.

An aspirant must ensure that receipt of  all documents submitted to the Clerk are duly acknowledged with the official stamp of NBA Ikeja Branch, signature of the Clerk and date of submission. 

Submission of Nomination Forms shall close on the 28th day of May,

 2020.

     F.     LIST OF QUALIFIED CANDIDATES 

The list of candidates who are qualified to contest the election shall be published by the Electoral Committee on the 31st day of May, 2020.
